IT MAY come as a surprise that a US citizen can be sued in an American court by a foreign national for actions in that foreign country–actions that were not illegal in either nation. Even more surprising is that the suit was filed under a law passed by Congress in the 1790s that’s so vague its original meaning and purpose are unclear.
